Moscow - A proposal to terminate a number of Russian-Ukrainian agreements, in particular on the Black Sea Fleet, has been submitted to the Russian State Duma. Russian President Vladimir Putin was the one to submit the proposal to terminate the agreements, the Kremlin posted.
Deputy Foreign Minister Grigory Karasin and Deputy Defense Minister Nikolai Pankov have been appointed official presidential representatives for considering the issue by chambers of the Federal Assembly.
'Following the signing of the treaty between Russia and Crimea on March 18, 2014 on Crimea's accession to Russia and formation of two new regions within Russia, the essence of the Russian-Ukrainian agreements was lost due to the virtual cessation of legal relations of Russia renting facilities for its Black Sea Fleet in Ukraine,' the explanatory note to the statement said.
Russia has the right to terminate relevant agreements based the Article 61 and 62 of the Vienna convention on international treaties.
It concerns the termination of agreements regulating the status and conditions of Russian Black Sea Fleet staying in Ukraine.
It was decided at a meeting with permanent Security Council members to start the denunciation of some bilateral Russian-Ukrainian documents, Putin's spokesperson Dmitry Peskov told reporters earlier on March 28.
